Germany to Introduce Legislation for Enhancing Healthcare and Care

Berlin - Federal Health Minister Jens Spahn, from the CDU party, will introduce a draft law titled "Law to Improve Healthcare and Care" to the federal cabinet on Wednesday. The proposed law aims to create thousands of new jobs for care assistants.

In an interview with Redaktionsnetzwerk Deutschland, Minister Spahn expressed his belief that making care work more appealing by increasing the number of care workers is essential. This new legislation plans to fund 20,000 new assistant positions in elderly care, benefiting all nursing homes across Germany.

Spahn deems this law as an "important step" towards relieving care workers. He also assured that care recipients and their families would not bear additional costs due to the hiring of additional staff. The law is slated to come into effect on January 1, 2021.

The legislation builds upon the Care Strengthening Act, which previously ensured that full-time care facilities could recruit new care staff. The government aims to fund up to 20,000 additional jobs in stationary care facilities and short-term care through a remuneration supplement, provided by health insurance funds.

Besides staffing, the ministry intends to simplify processes for care recipients. According to the plans, care recipients should be able to apply for aids more efficiently and unbureaucratically on a permanent basis. This includes a continued implementation of a previously time-limited procedure, where aids recommended by the care assessment are deemed approved without a medical prescription.

The proposed legislation, while focusing on creating more jobs for care assistants, aims to strengthen the healthcare system and improve care services across Germany.

In his past tenure as Health Minister, Spahn played a significant role in shaping healthcare reforms, particularly in improving working conditions for care workers. The implementation of such a law might face challenges like staff training, integration, adequate funding, and potential bureaucratic hurdles.
