The Horizon Europe Fund has announced the team working on the project "Dealing with a Resurging China" (DWARC). This project aims to provide insights and policy recommendations to navigate the evolving economic landscape of China.
The team consists of renowned experts specialising in China's political economy and the Chinese economy's interactions with the international economic architecture.
Theo Storella, a Research Analyst at China Horizons, will lead the team. Theo, who is bilingual in English and French, as well as fluent in Mandarin and conversational Spanish, holds a bachelor's degree in East-Asian Studies from Wesleyan University and two master's degrees from the London School of Economics and Fudan University in Public Policy. His latest master's dissertation investigated Chinese healthcare initiatives in Africa under the Belt & Road Initiative.
Robin Schindowski, another Research Analyst at China Horizons, will also contribute to the project. Robin, a native German speaker who is fluent in English, has full working knowledge of French and Mandarin, studied Contemporary Chinese Studies at the University of Tübingen and holds a master's degree in Economics from La Sorbonne and the University of Paris-Saclay. Before working as a researcher, Robin worked as an industry consultant at Deloitte Consulting in Germany, focusing on supply chain management with a regional focus on the Asia-Pacific region. His master's thesis focused on the impact of patronage networks in the Chinese government on economic outcomes.
Jianwei Xu, a Non-resident Fellow at China Horizons, a senior economist at Natixis, Asia Pacific, and an adjunct professor at the Hong Kong University of Science and Technology (HKUST), will also be part of the team. Jianwei received his Ph.D. in economics from China Economic Research Center, Peking University in 2011 and was a visiting student in Stern Business School, New York University from 2009 to 2010. His research mainly focuses on international economics and labor economics, with a particular interest in topics related to the Chinese economy. He has published many papers in academic journals and also writes policy articles for the media.
Alicia García Herrero, the Chief Economist for Asia Pacific at French investment bank Natixis, based in Hong Kong, will also lend her expertise to the project. Alicia is an Adjunct Professor at the Hong Kong University of Science and Technology (HKUST), a Senior Fellow at China Horizons, and serves as a non-resident Senior Fellow at the East Asian Institute (EAI) of the National University Singapore (NUS). She also holds an independent Board Member position at AGEAS insurance group.
This team brings together a diverse range of expertise and perspectives, ensuring a comprehensive understanding of the complexities of China's resurgence in the global economy. The project's latest update was on September 16, 2025, and the team continues to provide valuable insights and policy recommendations to navigate the evolving economic landscape of China.
